Abstract

This study aims to understand the role of strategic administrative leadership in responding to the COVID-19 pandemic, focusing on the health policies and strategic planning adopted by health systems to ensure the continuity of medical services and adapt to the rapid changes of the pandemic. The research addresses key strategies such as establishing emergency centres, coordinating between hospitals, developing standardized care and isolation protocols, and ensuring the availability of medical supplies and vaccines. It also emphasizes practices for maintaining the continuity of health services, including separating COVID-19 departments from other services, enhancing the use of digital solutions and telemedicine, and distributing patient loads across health centres. The study reviews mechanisms for strategic adaptation to rapid developments by updating treatment and prevention plans based on scientific data and employing monitoring and analysis systems to predict future needs. The results indicate that adopting a flexible and comprehensive strategic approach has enhanced the ability of health systems to confront the crisis and ensure service continuity, providing important lessons that can be applied to manage future health crises.

الملخص

يهدف هذا البحث إلى معرفة دور القيادة الإدارية والإدارة الاستراتيجية في تحسين استجابة الأنظمة الصحية للجائحات: تحليل تجربة جائحة كوفيد-19، مع التركيز على السياسات الصحية والتخطيط الاستراتيجي الذي تبنته الأنظمة الصحية لضمان استمرارية تقديم الخدمات الطبية، والتكيف مع المتغيرات السريعة للجائحة. تناول البحث استراتيجيات محورية مثل إنشاء مراكز للطوارئ والتنسيق بين المستشفيات، تطوير بروتوكولات موحدة للرعاية والعزل، وضمان الإمدادات الطبية واللقاحات. كما ركز على ممارسات الحفاظ على استمرارية الخدمات الصحية، بما في ذلك الفصل بين أقسام كوفيد-19 والخدمات الأخرى، وتعزيز استخدام الحلول الرقمية والتطبيب عن بعد، إضافة إلى توزيع أعباء المرضى على المراكز الصحية. كذلك استعرض البحث آليات التكيف الاستراتيجي مع المستجدات السريعة، من خلال تحديث الخطط العلاجية والوقائية استناداً إلى البيانات العلمية، واستخدام أنظمة تحليل ومراقبة للتنبؤ بالاحتياجات المستقبلية. تشير النتائج إلى أن تبني نهج استراتيجي مرن وشامل ساهم في تعزيز قدرة الأنظمة الصحية على مواجهة الأزمة وضمان استمرارية الخدمات، مما يوفر دروساً مهمة يمكن الاستفادة منها في إدارة الأزمات الصحية المستقبلية.
