The reality of postgraduate programs strategic orientations at Bisha University and mechanisms for their development in light of local and international experiences (a comparative study)

Abstract

This study analyzes the strategic orientations of postgraduate educational programs at the University of Bisha and compares them with local and international universities to propose developmental mechanisms based on leading practices. The research employed a descriptive-analytical and comparative approach, using a questionnaire distributed to 244 faculty members as experts, along with content analysis of strategic plans, official documents, and university websites. Findings indicated that the University of Bisha's strategic orientations were rated highly, with a mean score of 4.41 and an agreement percentage of 88.28%. However, the similarity with local and international universities was moderate, with a mean of 3.369 and 67.38% agreement. This suggests convergence in some indicators but weaknesses in flexibility, partnerships, and academic accreditation. Developmental indicators achieved strong approval, with a mean of 4.257 and 85.14% agreement, reflecting high awareness of the importance of adopting global excellence models and aligning programs with labor market demands. The comparison with Saudi and international universities showed shared vision, mission, and values, but differences in program diversity and implementation levels. The study recommends adopting a flexible strategic plan that combines analytical, entrepreneurial, and interactive aspects, while fostering institutional partnerships and expanding specialized programs aligned with national development goals and workforce needs.

الملخص

يهدف هذا البحث إلى تحليل واقع التوجهات الاستراتيجية لبرامج الدراسات العليا التربوية في جامعة بيشة، ومقارنتها بنظيراتها في الجامعات المحلية والعالمية، من أجل اقتراح آليات تطويرية تستفيد من الخبرات الرائدة. اعتمد البحث المنهج الوصفي التحليلي باستخدام المسح الاجتماعي بالعينة والمنهج المقارن، حيث تم تطبيق استبانة على عينة من (244) من أعضاء هيئة التدريس بجامعة بيشة، وتحليل محتوى الخطط الاستراتيجية والوثائق الرسمية والمواقع الإلكترونية لعدد من الجامعات. أظهرت النتائج أن التوجهات الاستراتيجية بجامعة بيشة جاءت بدرجة عالية من الموافقة بمتوسط (4.41) وانحراف معياري (0.478) ونسبة اتفاق (88.28%)، بينما سجلت درجة التشابه مع الجامعات المحلية والعالمية مستوى متوسطاً بمتوسط (3.369) ونسبة اتفاق (67.38%)، مما يشير إلى وجود تقارب في بعض المؤشرات مقابل ضعف في مؤشرات أخرى كالمرونة، والشراكات، والاعتماد الأكاديمي. كما بلغت نسبة الموافقة على مؤشرات التطوير (85.14%) بمتوسط (4.257)، دالة على وعي مرتفع بأهمية تبني نماذج التميز العالمية وتعزيز الارتباط بسوق العمل. وأظهرت المقارنة المنهجية مع الجامعات السعودية والعالمية تشابهاً في المكونات العامة للرؤية والرسالة والقيم، مقابل اختلاف في مستوى التفعيل وتنوع البرامج. وبناءً على ذلك، أوصى البحث بضرورة تبني خطة استراتيجية مرنة تدمج بين البعد التحليلي والريادي والتفاعلي، مع تنمية الشراكات المؤسسية وتوسيع البرامج النوعية بما يتلاءم مع متطلبات التنمية الوطنية وسوق العمل.
